IHI E&C International LLC, the construction manager awarded
the Elba Liquefaction Project by Kinder Morgan, solicited
a quote from Cajun in March 2017 to install 945 precast
concrete piles in areas that were extremely sensitive to pile
placement location tolerances. The concrete piles support the
Moveable Modular Liquefaction System (MMLS) structures and
miscellaneous foundations for the new Liquefaction project in
Savannah, Ga. The Elba Liquefaction project was a two-phase
project that added liquefaction and export capabilities to Southern
LNG Company LLC’s existing liquefied natural gas import terminal
in the Savannah River. Cajun was awarded the project on March 27,
 2017, with a mobilization date of April 3, 2017.
 Logistical challenges
The project was located on Elba Island in Savannah, which is
approximately 700 miles from the Cajun Industries office. This
distance was going to provide a logistical challenge on multiple
levels, as most crewmembers resided in the Gulf South region of
the United States. Cajun’s project management team began coordinating
the relocation of site personnel and equipment that would
be needed to fulfill our scope of work. This required creating travel
itineraries and finding hotel rooms for key personnel, while locating
local construction equipment to eliminate trucking companyowned
 equipment cross country.
Once Cajun arrived in Georgia, several other logistical hurdles
had to be overcome in order for the project to commence
as planned. The work was on a man-made island with only one
bridge for ingress and egress to the site. This bridge had specific
weight limits that had to be adhered to and each piece of equipment
required a trucking plan to gain access to the bridge. Due to
the limited access to the island and the nearest off-site laydown
being more than three miles away, Cajun had to get creative to
store the 945 piles, 600 tons of rebar and 45,000 square feet of
formwork required for the MMLS and basin construction. Due to
limited availability of laydown yards on site, Cajun’s materials were
