(AASHTO) Highway Bridge Design
Manual. Once it completed the code revisions
for AASHTO, the committee created
the PDCA Installation Specification for
Driven Piles, a specification document for
use in private pile driving work.
More recently, Biggers and the
Technical Committee have been involved
in revisions to the specifications for the
International Building Code, which is the
basis for state building codes.
“Much of the specifications for deep
foundations in general, and driven piles in
particular, was old and did not reflect current
practice,” said Hall. “Rather than focus on
driven pile alone, Dale recognized the need to
approach these revisions in collaboration with
other geotechnical organizations representing
a wide variety of foundation solutions.”
He added that after two years of
biweekly meetings to discuss changes,
Biggers and other committee members presented
their case to the International Code
Council (ICC) review board. According
to Hall, some of the changes have been
adopted and others were not, but Biggers
remains undeterred.
“Dale and the group have pressed on
and are currently working to revise and
present theses changes in front of the ICC
again,” said Hall.
Nearly 50 years with Boh Bros.
Biggers is a vice president at New Orleansbased
Boh Bros. Construction, a company
he’s been with since 1968. He joined Boh
Bros. shortly after graduating from Tulane
University, where he earned two degrees – a
Bachelor of Science in Mathematics and a
Bachelor of Science in Civil Engineering.
Over his many years with the company,
Biggers has estimated and managed numerous
projects, such as the New Orleans
Aquarium, expansions to New Orleans’
convention center, and a $1.7-million test
pile program for the US Army Corps of
Engineers.
Biggers is proud to have been with Boh
Bros. so long.
“It’s a family-owned company with very
high standards. We’re at the third generation
and every generation has been a terrific,“
he said. “A lot of people say they treat
people like family but we actually do that,
and that’s impressive to me.”
Biggers is equally proud of the work
that Boh Bros. has done.
“After Katrina struck New Orleans in
2005, we led the first seven trucks of steel
sheet piles into the city at 4 a.m.” Biggers
said. “Boh Bros. was the first contractor
back into New Orleans after the floodwalls
failed.”
According to Hall, Biggers and
other Boh Bros. staff worked tirelessly
for months to rebuild the damaged levees
and pump stations in the city following
the hurricane.
In 2006, Biggers was named the
Outstanding Civil Engineer in New Orleans
by American Society of Civil Engineers. t
