millions of dollars.
Management or mitigation of
environmental considerations
Strong environmental concerns were placed on the pile driving, in
the way of protecting the breeding of short-nosed sturgeon, found
in the Wando River in Charleston County.
Therefore, SCPA committed to strict noise-attenuation
guidelines in order for the project to move forward. “Soft strike”
procedures were also employed: three strikes at 40 to 60 percent
energy levels once a minute for three minutes prior to beginning
pile driving activities and after any driving interruptions of more
than 30 minutes.
Mitigation and solutions to these concerns and requirements
were to design and construct the project using the temporary noise
attenuation pile (TNAP). This system was based on a similar
system tested and observed by Washington State Department
of Transportation (WSF Mukilteo Test Pile Project Report,
Laughlin 2007). Utilizing the half-inch steel plate shells, closed-cell
foam insulation panels and increased plywood cushion thickness, it
was conservatively estimated that the driving experienced a 35dB
reduction.
