casinos were “gaming” not “gambling,” thus bypassing a slow and
complicated change in the constitution.
Dan Stevenson of Berkel and Company and I bravely attended
to present the three Proposals that the International Code
Commission (ICC) panel approved in the spring but then insisted
the GeoCoalition revise and present as Public Comments. The public
may suggest revisions to any Proposal that passes in the spring.
We had to revise our own Proposals, thus risking rejection.
The first presented was 1810.3.6 Splices. Existing code required
the splice to be designed to resist forces and moments occurring
during driving and for design-load combinations. Fair enough,
Building Code (IBC) 2021 were announced, the
spring meeting was in Albuquerque and the fall
meeting was in the innocuous-sounding Clark County, Nev.
“Hey boss, may I go to a conference in Clark County?”
Well, that sleepy little location turned out to be Las Vegas! The
hotel had two 50-story towers connected by a zip line. To get to the
venue, we had to weave our way through the slot machines, gaming
tables and past the oxygen bar. Note: I’m from Louisiana, and the
Louisiana State constitution allows gambling only at horse-racing
tracks. When it was time for casinos, the legislature said that
