“We have established ourselves now in the
south-central region and are currently making
moves into Minnesota and the upper Midwest as
we create more partnerships and linkages.”
Rowney currently works out of the Texas office where he coordinates
work for the south-central states.
“Here, we recently built two large steel structures that featured
90-foot steel spans weighing over 200,000 tons each. Recently, we
had our first set of highway bridges open in Lucas, Texas. This was
really the kick-off to our highway business and we have two more
coming in Dallas County,” he said, reporting that they utilize the
skills of six dedicated crews and have the kind of equipment that
allows them to offer “go anywhere, do anything” service.
“We have excavators, cranes, dozers and track hoes as well as
other pieces, and we also turn to our extensive national network of
rental partners that gives us tremendous capability,” he said, pointing
to their abilities in concrete repair and restoration, specialized
maintenance and structural strengthening, where they turn to the
cutting-edge solutions such as advanced composite carbon fiber and
polymer technologies.
Northbound
At the outset, Structural Assurance focused on Texas and the

southern United States. Now, they are looking farther afield. This
means more work in the upper Midwest in states such as Minnesota
and Illinois. According to Rowney, they are partnering with other
contractors on civil jobs where their teams can come in to get working
on structural supports and foundations.
“Our experience working the range of railroad projects gives us
an edge when it comes to things like on-site efficiency, remote locations
and teamwork,” said Rowney. “Our crews are able to handle
challenges that can pop up with piling. We know what to expect
and can use this experience to give accurate pricing and provide
value engineering solutions that keep jobs on budget.”
In many areas of the U.S., such as Florida and Texas, driven
pile is challenged by demands for drilled shaft. Structural
Assurance is a PDCA member and Rowney believes current technology
and technique does away with any concerns between the
two systems. He points out that driven pile comes with considerable
benefits, and is often more cost-effective. For example, generals
can typically self-perform on jobs where driven piles are part of
