Neil Van Overloop joined KAP in the role of research assis-tant
for the summer months, focused on ecological goods and
services programming. Van Overloop is working on finishing
a master’s degree in public administration from the University
of Manitoba in August. Before joining KAP he worked as a
policy analyst intern for the Department of Families.

Department of Agribusiness and Agricultural Economics,

Kylie Li is working with KAP on research focused on public
and private business risk management tools, how they work,
what risks they address, and where they overlap, substitute, or
complement each other. Li will be working with members and
producers across the province to test this hypothesis, and will
be producing a report on her findings.
Canadian Pacific Rail Crossings
This spring, many producers who have CP rail crossings on
or near their land were sent a letter advising that they were
now responsible for paying for upgrades, or they
would face having their access shut down.
Costs varied for individuals depending on
what upgrades were necessary, includ-ing
crossing surface repairs, road
approach upgrades, or changes
to sightlines. KAP’s transpor-tation
committee is working
with the rail company and
Transport Canada to see if
there is the possibility for
an extension or support
programs for farmers at
