team enough time to complete the pile driving nearly a week early.
To meet this new deadline, pile driving and diving crews spent
three weeks working 12-hour shifts, seven days a week in brutally
cold temperatures.
The scope of the project repaired a sheet pile bulkhead
along the Delaware River. The existing bulkhead supported the
containment dike for a 10,000-barrel fuel storage tank that had
deteriorated to the point where existing dike fill was coming
through the holes in the bulkhead with the potential of losing the
dike in the river. Divers were needed to patch small holes in the
existing wall and then welded vertical channels to the more than
700-foot sheet pile wall at the tide zone area. The channels acted
as a shear connection for concrete fill that was installed later in the
project. A similar channel was welded on the new sheet pile prior to
driving. Pile driving crews then installed a template/waler 10 inches
off the existing wall, which was modified to also act as a tie-back
system for the top of the sheets. A 700 linear foot wall was made
up with SKL-12 cold rolled sheets piles ranging in lengths of from
10.5 feet to 24.5 feet long.
To install the new sheet pile wall within 10 inches of the existing
wall as well as six feet below the height of the existing wall,
Corman Marine had to have an extension for the vibratory hammer
jaws fabricated to work within the low clearance area. Once
the sheet piles were installed, the template/waler was then welded
to the piles in preparation for tremie concrete placement. Concrete
was placed along the wall in multiple lifts via a tremie method using
pump trucks. Since the finished concrete surface at the top of the
wall was in the tidal zone, topping pours were coordinated within
the seven-foot tide changes to ensure concrete could set and cure
prior to exposure to wave action from the river.

The project team overcame many challenges, such as extremely
cold temperatures, river icing conditions and a loss of access to
the site for four weeks, but banded together with the owner to complete
the project on schedule and on budget, making this project
worthy of a PDCA Project of the Year Award.
Meeting the challenge of a difficult job
The project was along the DuPont Chemical Solutions Enterprise
waterfront in Deepwater, N.J. Working on and in those waters, the
project team contended with extreme weather, delaying the project
for nearly a month due to frigid conditions that caused ice to form
several inches thick on the Delaware River. Corman Marine was
forced to demobilize from the project site to avoid equipment
being damaged/destroyed by ice flows. The project team also could
not mobilize additional equipment onsite for several weeks due to
C&D Canal being closed because of the ice. This equipment was
urgently needed to accelerate the pile driving and meet stringent
environmental deadlines.
